Hong Kong EV Charging Guide 2026: Complete Guide for EV Owners & Visitors
The ultimate guide to EV charging in Hong Kong in 2026. Cornerstone, Smart Charge, Shell Recharge, and EV Power coverage and prices. Condo charging installation, HKeMobility app, cross-border driving to Shenzhen and Macau.
Hong Kong is the most EV-dense city in Asia in 2026 — over 70% of new private car registrations are now electric, and the government's updated Roadmap on Popularisation of Electric Vehicles (February 2026) targets zero vehicular emissions before 2050. With approximately 14,500 public chargers across 18 districts, the HK00 million Fast Charger Incentive Scheme bringing 3,000+ fast chargers online through 2028, and the end of free government charging driving a mature, market-rate ecosystem — Hong Kong's EV charging landscape has transformed.
This guide covers everything: which operator to use, how much you'll pay per kWh, where the fastest chargers are, how to get a home charger installed in your condo or village house, and how to drive cross-border to Shenzhen and Macau.
Hong Kong's EV Charging Operators Compared
| Operator | Chargers | Power (DC) | Power (AC) | Per kWh (HK$) | Best For |
|---|---|---|---|---|---|
| ---------- | ---------- | ------------ | ------------ | --------------- | ---------- |
| Cornerstone Technologies | 3,000+ | 100–360 kW | — | 2.50–3.50 | Largest network, fastest DC in HK |
| Smart Charge (HK) | 1,500+ | 50–150 kW | 7.4 kW | 2.00–3.00 DC / 1.50–2.00 AC | Best coverage at shopping malls |
| Shell Recharge | 200+ | 120–360 kW | — | 3.00–4.50 | Ultra-fast at converted petrol stations |
| EV Power | 2,000+ | 60–120 kW | 7.4 kW | 2.00–3.00 DC / 1.20–1.80 AC | Medium-speed monthly plans |
| Tesla Supercharger | 500+ | 250 kW | — | 2.55 off-peak / 3.90 peak | Tesla owners, V3/V4 stalls |
| CLP Power | 200+ | 100 kW | — | Market-rate (fee-based since 2025) | CLP supply area (NT + Kowloon) |
| HK Electric | 100+ | 100 kW | — | Market-rate (fee-based since 2025) | HK Island + Lamma |
Insider tip: the era of free government charging is over. Cornerstone gives the best balance of coverage and reliability. For Tesla owners, the off-peak Supercharger rate (HK.55/kWh from 9pm–8am) is the cheapest fast charging deal in town.
Charging Costs in Hong Kong: Full Breakdown
Home charging in a private parking space costs HK.20–1.70/kWh (residential electricity rates from CLP/HK Electric). CLP's EV Residential Tariff offers 94.5¢/kWh off-peak (11pm–4pm daily) and 137.5¢/kWh on-peak (4pm–11pm). HK Electric's average net tariff for 2026 is 163.3¢/kWh, down 2.2% from 2025.
For a typical 60 kWh battery, home charging costs HK2–102 per full charge. At 1,500 km/month, expect HK70–810/month on home charging — versus HK,100–3,000/month for petrol.
Public DC fast charging runs HK.00–4.50/kWh, or roughly HK50–2,140/month for the same mileage — still cheaper than petrol, but significantly more than home charging.
Monthly subscription plans from Smart Charge (HK99/mo for 50 hours) and EV Power (HK88/mo for unlimited sessions) can cut public charging costs by 30–50%.
Condo & Home Charging
Hong Kong's EHSS (EV-charging at Home Subsidy Scheme) provided up to HK0,000 subsidy per parking space for installing EV charging-enabling infrastructure. While applications closed on 31 December 2023, approved estates are still completing installation through 2027/28. As of March 2026, 488 car parks with ~87,010 parking spaces have completed installation. This is expected to reach 117,000 spaces by end of 2026.
For new developments, since September 2020 all initial building plan submissions must include EV charging-enabling infrastructure with additional fire safety requirements (Fireman's Emergency Switch).
For condos without EHSS coverage, installation costs range from HK,000–21,500 per parking space (site survey: HK,000–12,000, installation: HK,000–7,000, WR1 certification: HK,000–2,500). Both CLP and HK Electric offer one-stop services for on-site inspections, technical consultation, and power connection.
Best Charging Locations
Hong Kong Island: Times Square Causeway Bay (Smart Charge, 150 kW, 8 stalls), Pacific Place Admiralty (EV Power, 120 kW, 6 stalls), Shell Recharge Kennedy Town (360 kW, 4 stalls), HK Electric Sai Wan Ho (100 kW, 6 stalls).
Kowloon: K11 Musea Tsim Sha Tsui (Cornerstone, 360 kW, 6 stalls), MegaBox Kowloon Bay (Smart Charge, 150 kW, 10 stalls), Sinopec Kowloon Bay QCS (first purpose-built quick charging station, 100 kW+, 8 stalls), Festival Walk Kowloon Tong (Cornerstone, 180 kW, 8 stalls), Diamond Hill Po Kong Village Road petrol-cum-charging station (opened Feb 2026).
New Territories: New Town Plaza Sha Tin (Cornerstone, 360 kW, 8 stalls), Tsuen Wan Plaza (SMart Charge, 150 kW, 6 stalls), CLP Tsing Yi (ultra-fast commercial EV hub with multi-power chargers for taxis, LGVs, trucks), Yuen Long (Cornerstone, 180 kW, 6 stalls).
Outlying Islands: Tung Chung Citygate (EV Power, 120 kW, 4 stalls), Discovery Bay (Smart Charge, 50 kW, 4 stalls).
Cross-Border: Hong Kong to Shenzhen & Macau
Driving to Shenzhen in an EV: China uses GB/T standard (not CCS2 used in Hong Kong). Dual-standard chargers exist at key border points, but most Hong Kong EVs need a CHAdeMO-to-GB/T adapter or use the growing number of dual-standard DC chargers at Lok Ma Chau and Shenzhen Bay. Install TELD (特来电) and Star Charge (星星充电) apps before crossing.
For Macau: the Hong Kong–Zhuhai–Macau Bridge has rest areas with EV charging. Macau's charging network uses a mix of IEC Type 2 and GB/T. The ferry service also offers EV transport — check the Hong Kong EV power ferry discount (50% off ticket fees for EVs since 2018).
Government Incentives in 2026
The One-for-One Replacement Scheme expired on 31 March 2026, ending the HK72,500 FRT concession for scrapping a petrol car for a new EV. EVs priced above HK00,000 no longer receive any FRT exemption.
The HK00 million Fast Charger Incentive Scheme (FCIS) — launched July 2025 — targets 3,000 fast chargers (100 kW+) by end of 2028. As of April 2026, 644 fast chargers have been approved, with 38 in service. The ceiling price for taxi/public light bus charging is HK.59/kWh (May 2026).
The EHSS home charging scheme continues installations through 2027/28 at 700 estates covering 140,000 parking spaces.
Which Apps to Use
HKeMobility (government app — shows all public chargers with real-time availability), Cornerstone App (best for fast DC charging), Smart Charge App (shopping mall coverage), and TELD + Star Charge (Shenzhen roaming). For Tesla owners, the Tesla app handles everything.
